This is the format a pilot engagement follows, not a record of completed work.
A pilot exists to answer the agency’s question, so the measure is set by the agency before mobilization. Insurance certificates, containment procedures, staff coverage, public-safety measures, and the reporting deliverable are all agreed in writing up front. Documentation is the product as much as the vegetation reduction is: an agency needs something it can take to a council, a board, or a budget cycle.

Pilot outcomes inform whether and how grazing is scaled into the agency's program; we do not assume a follow-on.
